Diaspora Fund is Canada's first investment fund dedicated to Afro-descendant entrepreneurs, non-profits, and SMEs. Incorporated in September 2026 under the Canada Business Corporations Act (#834740-9), it is a direct initiative of Force Leadership Africain (FLA).
Diaspora Fund was founded in 2026 by five experts: Olayemi Alamu Akapo (founding member of Ecobank), Raphaël Nbogni (telecom, Groupe SeaQuest-Infotel), Yaovi Bouka (senior advisor, Groupe Investors), Dr. Yona Likongo (president of FLA), and Pascal Bayl Balata, PhD, CPA, CMA (current president). Diaspora Fund is an initiative of Force Leadership Africain, an organization founded in 2006.
No. Diaspora Fund is a share capital corporation (variable capital investment company (SICAV)), incorporated as a for-profit entity under Canadian federal law. This structure allows it to function as a professional investment fund while pursuing a community economic development mission.
Member subscription funds are held in trust in a dedicated account at RBC (Royal Bank of Canada), Montréal. The articles of incorporation explicitly prohibit any hostile takeover of the fund, regardless of the amount subscribed. Diaspora Fund operates with a target prudential ratio of 90%.
Diaspora Fund is one of the complementary operational organs of Force Leadership Africain (FLA). FLA is the founding organization. Dr. Yona Likongo, president of FLA since 2006, is also one of the five founding directors of Diaspora Fund. The vision of the fund is carried and protected by FLA.

The minimum subscription is $1,000 CAD (Senior Member tier), payable in 1 to 4 instalments by cheque made out to Diaspora Fund. Funds are held in trust at RBC Montréal.
Yes. Diaspora Fund is open to the global African diaspora, not just Canadian residents. Members from France, Belgium, Switzerland, the United States, and other African and European countries can join the fund. Contact us for the specific modalities for your country of residence.
Diaspora Fund offers three types of loans: Personal (life projects, education, travel), Professional (business development, equipment, expansion), and Emergency (immediate needs). Amounts range from $1,000 to $1,000,000 CAD, over terms of 3 to 72 months. Submit your application via the Contact page.
Diaspora Fund's afro-mutualist model allows members to deposit their savings and receive competitive interest rates, doubled compared to conventional savings accounts. Five account levels are available: Student Member, Regular, Executive, Governing, and Administrator, each offering progressively preferential conditions.
