From an article published in Le Devoir in 2002 to federal incorporation in September 2026, Diaspora Fund is the culmination of a vision carried by leaders of the African diaspora in Canada.

A fund for and by the African diaspora

Diaspora Fund was created to consolidate the capital of the global African diaspora and mobilize it for development across Canada, Africa, and wherever the community lives. Incorporated in September 2026 under the Canada Business Corporations Act (#834740-9).

The original idea
Yaovi Bouka, then president of CEPAQ, publishes an article in Le Devoir titled "What can we expect for Africa at the G8 Summit," laying the conceptual foundations of the fund.
March 2006
Creation of Force Leadership Africain (FLA)
FLA is founded by Dr. Yona Likongo. The Diaspora Fund concept is integrated into FLA's strategic objectives as one of its complementary operational organs.

4th African Excellence Week
In Montréal, in the presence of H.E. Amina S. Ali (Ambassador of the African Union), Olayemi Akapo presents Diaspora Fund's orientations. The response is so enthusiastic that the decision to incorporate is made on the spot.

Federal incorporation
Diaspora Fund is incorporated under the Canada Business Corporations Act, corporation #834740-9. Five founding directors sign the articles. Subscription funds are held in trust at RBC Montréal.

Diaspora Fund is a direct initiative of Force Leadership Africain (FLA), an organization founded in March 2006 by Dr. Yona Likongo. FLA works to organize the African diaspora in Canada along two axes: integration and entrepreneurship in Canada, and international coordination with the African Union and development institutions.

Variable capital company (SICAV). Variable capital structure, incorporated at the Canadian federal level under the Canada Business Corporations Act.

Governance. 1 to 7 directors. Any hostile takeover of the fund is explicitly prohibited by the articles of incorporation, regardless of amount subscribed.

Fund protection. Member subscriptions are held in trust at RBC, Montréal, until accounts are activated.
